New Mexico has a bitter gaming past. When the Indian Gaming Regulatory Act was passed by the House in Nineteen Eighty Nine, it seemed like New Mexico would be one of the states to cash in on the American Indian casino craze. Politics guaranteed that wouldn't be the case.

The New Mexico governor Bruce King appointed a panel in Nineteen Ninety to create an accord with New Mexico Native bands. When the task force came to an accord with two important local tribes a year later, Governor King refused to sign the agreement. He held up a deal until Nineteen Ninety Four.

When a new governor took over in Nineteen Ninety Five, it appeared that Indian wagering in New Mexico was a certainty. But when the new Governor passed the compact with the Amerindian bands, anti-gambling forces were able to hold the deal up in the courts. A New Mexico court ruled that Governor Johnson had overstepped his bounds in signing the deal, therefore costing the government of New Mexico many hundreds of thousands of dollars in licensing revenues over the next several years.

It took the Compact Negotiation Act, passed by the New Mexico government, to get the process moving on a full compact amongst the Government of New Mexico and its American Indian tribes. A decade had been burned for gambling in New Mexico, including Indian casino Bingo.

The not for profit Bingo industry has gotten bigger since Nineteen Ninety-Nine. In that year, New Mexico non-profit game providers acquired just $3,048 in revenues. This number grew to $725,150 in 2000, and passed one million dollars in revenues in 2001. Not for profit Bingo earnings have increased steadily since then. Two Thousand and Five witnessed the biggest year, with $1,233,289 grossed by the operators.

Bingo is clearly favored in New Mexico. All kinds of providers try for a bit of the pie. With hope, the politicians are through batting around gaming as a key factor like they did back in the 1990's. That is probably hopeful thinking.
