New Mexico has a stormy gambling past. When the IGRA was signed by Congress in 1989, it seemed like New Mexico might be one of the states to cash in on the Native casino craze. Politics guaranteed that would not be the case.

The New Mexico governor Bruce King announced a panel in 1990 to negotiate an accord with New Mexico Native bands. When the task force arrived at an agreement with 2 important local tribes a year later, the Governor refused to sign the agreement. He would hold up a deal until 1994.

When a new governor took office in Nineteen Ninety Five, it appeared that Amerindian gambling in New Mexico was now a certainty. But when the new Governor passed the compact with the Indian bands, anti-gaming groups were able to hold the deal up in the courts. A New Mexico court found that the Governor had out stepped his bounds in signing the compact, therefore costing the state of New Mexico many hundreds of thousands of dollars in licensing revenues over the next several years.

It required the Compact Negotiation Act, signed by the New Mexico government, to get the ball rolling on a full contract between the Government of New Mexico and its Amerindian tribes. 10 years had been lost for gambling in New Mexico, which includes Amerindian casino Bingo.

The nonprofit Bingo business has grown since Nineteen Ninety-Nine. That year, New Mexico not for profit game owners brought in just $3,048 in revenues. That climbed to $725,150 in 2000, and passed a million dollars in revenues in 2001. Not for profit Bingo earnings have grown constantly since that time. 2005 saw the biggest year, with $1,233,289 earned by the owners.

Bingo is clearly favored in New Mexico. All types of providers look for a slice of the pie. With hope, the politicos are done batting over gambling as a hot button factor like they did back in the 90's. That is without doubt hopeful thinking.
